The concept of a neutral particle with mass almost equal to mass of proton was put forward by Rutherford in 1920.
The neutron was then discovered by Chadwick in 1932. He bombarded alpha particles on beryllium and some penetrating radiations were given out. These radiations which define a particle are called neutron.

It is neutral
It has no charge
Its mass is almost equal to proton
It is most penetrating in matter
